For PMGSY Works

The Pradhan Mantri Gram Sadak Yojana envisages a three-tier Quality Control& Quality monitoring mechanism.

  • The first tier - The PIU/ Senior Engineer of the PIU in charge of the work. The Contractor has to establish Quality Control laboratories and get the contractually stipulated tests conducted. The test results are to be recorded in the prescribed Quality Control Registers. Engineers of the PIU witness the carrying out of a portion of tests as prescribed in the Quality Control Hand Book. All the concerned officers record their observations in the Quality Control Registers.
  • The second tier -comprise periodic inspection by the SQC and his staff engaged by the Nodal Agency, independent of the PIUs
  • The third tier -NRRDA for the purpose, engage the retired Senior Engineers with State/Central organizations ,called National Quality Monitors(NQM ). These NQMs carry out Quality testing of PMGSY works as per prioritization, mainly in order to ensure that the programme implementation and State Quality Control System is working satisfactorily. The NQMs are expected to make constructive suggestions relating to procedural aspects in addition to locating problems at individual work level. The SQC is responsible for reporting compliance on the issues raised by NQMs and observations of NRRDA in this regard.

For Other Works

To ensure quality of work , regular inspections are done by senior officers . Specified Quality control test are conducted in field / district labs and nearby Institutes / Engineering colleges . Proper records are maintained in prescribed registers. In addition to this regular inspections and technical audits are conducted by Technical Audit Cell (TAC). The cell is headed by Chief Technical Examiner ,assisted by a team of Technical Examiner and Asstt Technical Examiners , working under direct control of Principal Secretary, R.E.D. ,Govt of U.P.

TAC is entrusted to make regular inspections and audits of ongoing / completed work on random selection basis .Samples of materials are collected and are tested in laboratories to ascertain quality of work.

TAC is also entrusted to conduct enquiry on complaints of work and staff of Rural Engineering Department, Minor Irrigation Department and Ground Water Department . The enquiry reports are submitted to Principal Secretary, R.E.D for issuing directions for compliance or for taking punitive actions as the case desires.
